If you read on it says "But also adjusted to take into account the racial breakdown in violent crime, the data actually show that police are less likely to kill black suspects than white ones". So the issue appears to be that black people are more likely to be involved in violent crime, perhaps due to poverty, gangs, etc. Accusing the police of being racist not only is not evidence based, but it's likely to inflame the situation.
