Is it really free if you pay for it by taxing a subset of the population ( the wealthy ) who will almost all had gone to college. You can either pay for your tuition up front voluntarily, or you can pay for tuition for the rest of your life through forced taxation. I understand why this is popular with some segments of the population, but for the candidate who was supposed to have well thought out policies this looks just like a populist move to try and buy a portion of the electorate, without actually dealing with the cost of rising tuition.
