Misleading title.
Translation: The secure messaging application that is often used by ISIS members and supporters to communicate could soon have a built-in backdoor for Russian spies. This is due to a recent bill "anti-terrorism" approved by the Russian State Duma is expected that it becomes law, according to the Daily Dot. once enacted, the law specifically requires that software companies operating in Russia can build solutions for encryption that allow the FSB spies (equivalent to the CIA) know the content any message sent. Failure to comply would mean a fine of up to 15,000.
WhatsApp and Telegram will probably have to make a decision: Continue allowing your applications to work in the country - and build a backdoor that weakens your software - or terminate access to it for Russian users.

Here's a nice overview of what this legislation is about: https://meduza.io/en/feature/2016/06/22/irina-yarovaya-s-anti-terrorist-war-on-civil-rights https://meduza.io/en/feature/2016/06/22/irina-yarovaya-s-ant...
