  The request wasn't unlawful - it might not be legally required, but it's fine for any business to impose almost any requirement on any other business before doing business with them.

    You are forgetting the legal concept of good faith. https://en.wikipedia.org/wiki/Good_faith_(law) https://en.wikipedia.org/wiki/Good_faith_(law) Making unlawful requests to your customers and otherwise threaten denial of services can be problematic.
