Ask HN: How much Internet per developer do you provide at your startup?

I am wondering how much other startups budget for Internet per developer. Do you budget a dollar amount per employee? Do you measure bandwidth or outages per month? Do you enforce limits on bandwidth, downloads, or access to certain sites or protocols? If yes to any of these questions, what tools or services do you use to measure or control these limits? Who is responsible for managing these things?
