Well, I have a practice of never raising the rent on a tenant in good standing. By why would anyone give a landlord the benefit of the doubt. A cynical mixed-context response is so much easier than contemplating solutions to a complex problem. Perhaps many landlords initially want to do the right thing. But after years of hearing "landlord" used as a slur they just say, fuck it, and act indifferently towards their tenant.
