I tend to read all of the comments, regardless of their comment score. The score just ends up affecting what order the comments get read in, which is fine with me. I often see downvoted comments still receiving replies, so I'm not sure it's fully accurate to say that they are being ignored. Also, quality and insightfulness are still subjective. You may feel that a post is of high-quality and very insightful, but someone else may feel that the post is junk for their own reasons.
