I agree with it "costing" something to down-vote, I actually thought it already did.... hmm.
However, when you click the down-arrow, what if it prompted you with options like Digg does (minus an "other" option) as to why you are down voting, and you have to choose one.
If the reason why you are down voting is not listed, you learn pretty quickly what reasons are valid for down voting.
