I haven't used Coursera recently but Udacity still has free courses and anyone can sign up for them. They even keep releasing free courses such as the new Deep Learning course by Google. Also, I'm taking their Android nanodegree course on a scholarship and I can say that even that uses their existing free courses for teaching purposes and nanodegree mostly just provides you with projects and deadlines.
