I'm running into this problem right now for my app, and there are reasonably priced cloud options out there. Mac OS doesn't run on commodity hardware so it isn't surprising that you can't set up a CI build on commodity hardware. Put another way, Mac OS is not like Windows and Linux: the software is inextricably linked to the hardware.
