I'm convinced that being a strong deployment target is Ubuntu's #1 priority. Look at the deal with Microsoft - Ubuntu on Windows only benefits Ubuntu because it will convince some Windows-based developers to choose Ubuntu Server for deployment for dev/prod parity. While I agree that Ubuntu has a priority of being a usable desktop system (especially for developers), I believe being a good deployment target is more important to them.
