Ask HN: Fractional CMO, Plus Digital Agency

There are tons of web development shops. Few seem to have the capabilities of a traditional advertising/marketing agency. Fewer still that serve the SMB Market (under $10M). I'm working on this idea. What would it take to make this happen? Would welcome your thoughts here or offline if you prefer to discuss.
