Why don't the "nominees" of these fake account just move the funds and disappear?

  Because they like living in the United States. That sounds really silly, but there are a number of cases of overseas tax cheats who get caught then have the opportunity to flee before the tax man gets them, but they admit their guilt and pay the fines. A lot of them simply don't want to flee the United States and go live somewhere else.

    If your income comes from the USA, it better to keep that than to lose it.

    I think OP is referring to the employees of the law firm that are setting up these trusts

  Perhaps there are non-financial, non-judicial motivations.
