My take: "Deep Learning" is performative (https://en.wikipedia.org/wiki/Performative_utterance https://en.wikipedia.org/wiki/Performative_utterance). An approach falls under the header of "Deep Learning" when used or developed by someone who identifies as a Deep Learning Researcher.
