This is really horrible news for Apple. According to this article [1], their sales volume fell from 55% to 37% in India in the first 1/4. Meanwhile, Samsung goes from 35% to 62%. Selling used iPhones there would have allowed them to dramatically increase sale volume in the low-end market which could have helped them regain some ground.
