There was no IPC improvements. When you compare the 2 chips performance the difference was literally clock speed [1]. Yes there were encoder changes but the iGPU isn't part of Broadwell. It's iGPU, that's like saying the DRAM controller, or PCIe master router is part of Boardwell.
