That is the unspoken thing, the "third rail" of SF Bay area housing is the fact we have a huge Green Belt surrounding the bay. Yes, we pride ourselves on our parks and reserves and natural beauty. But meanwhile Marin County's population hasn't really changed in 30 years, while commuters from Stockton have grown three or four orders of magnitude. There's a real bay incumbent insiders versus valley outsiders thing going on.
