The best way to disable intel ME is to reflash you system with ME FW in Manufacture mode (if your system isn't not already in the mode) and than use ME runtime disable command (can be sent by me-tools https://github.com/skochinsky/me-tools https://github.com/skochinsky/me-tools) at each boot
