Constraint logic programs seem more of the grey area I think you're talking about. Is a set of constraints "code" (c.f. https://en.wikibooks.org/wiki/Prolog/Solving_a_Logic_Puzzle#Complete_solution https://en.wikibooks.org/wiki/Prolog/Solving_a_Logic_Puzzle#... )?
