The shoe bomb attempt, the liquid attempt, underwear attempt, all happened AFTER the TSA checkpoint, in the aircraft. All the new measures were applied as a reaction--after the fact. The TSA didn't prevent those terrorist attacks--the people on the plain, luck/ineptitude did.
