This is nonsense. Everyone building product should have some degree of understanding of UX. And its absolutely crucial that the designer understands all the complexities of UX. Great design is required to take this into account, as a designer there is no way you can ever separate the two. There are many average designers who do not understand interaction design, but there are zero amazing web designers who dont care about UX.
