Ironically in Vancouver it wasn't They couldn't hire enough minimum wage security guys so a lot of city+provincial workers got seconded. Because they couldn't release people actually doing any day-day work they had to use managers - including my boss and his boss. So a lot of the security guards, helpers and people on the street have $100K salaries.
