I am pretty sure India would be building its own devices, OSes , search engines, social networks etc if the govt gets more protectionist. There is no reason this can't happen overnight. It has an endless supply of cheap labor and high end talent. It (protectionism) has worked well for them in the auto, pharma, telecom sectors where the local companies are market leaders despite serious competition from the west.
