Walmart's sin here isn't lack of policy/procedure/strategy. It's serving poor customers. That's the thing about Walmart -- they don't just sell to poor customers. What they literally do -- buy selling products that might have the lowest price point, but also by far the lowest value; and hence are generally the worst investment in the long run -- is sell poverty itself.
