Yes, the paper won't take long to write if the software already meets the criteria in the Reviewer guidelines http://joss.theoj.org/about#reviewer_guidelines http://joss.theoj.org/about#reviewer_guidelines Most scientific software probably doesn't already have all these components in place. It would be a great problem to have, to have a flood of submissions!
