Speaking for Prometheus, it scales down quite well. If anything it's probably easier to run at the smaller scales. That's not true for many other Google technologies. We do assume that you have your house in order configuration management wise. That's something you may not already have yet at the smaller scales, in which case you may encounter friction as we're not going to add features just to allow you to ignore the need for good configuration management.
