It's worthwhile to note that when Norway found oil they were not exactly a developed country yet. I think that what has set them apart from other oil nations is the strong social conscientiousness (I.e leaders are punished by loss of honor if they are corrupt, not rewarded, and the general population has, or at least had, a strong sense of communal duty.) This conscientiousness is, I think, the true force behind the so-called Scandinavian model.
