I figured out that 'wifi not working' after sleep/suspend was caused by the wifi card getting shut off and then not getting turned back on when the screen is back. The fix is to simply enter the key combination to turn the wifi card on. Irritating, but not a deal breaker like having to reboot or re-sleep.
