This isn't just a problem in Puerto Rico. My state is dealing with this issue, and their solution was to cut pensions. I know several people who worked for the state for 30+ years, who were promised life-long health insurance and other benefits as part of their pension packages, who are not getting any of those benefits now. Even after all the cuts they have done, it still isn't working.
