Since all FGD becomes GD at the same time, all FGD is equivalent and is fungible; there can be a market for it. If you're an investor and you buy your FGD cheap, you could flip it for a profit when its price increases. As the transition date approaches, the price of FGD converges to its nominal face value in GD.
