Yep, a vestige of the French influence, it's pretty crazy in D1of Saigon. Some places with fantastic ambiances to work from, whether an elaborate garden cafe, a "Bansky cafe", or a techie place like Workshop Cafe. Saw plenty of nomad types with MBPs. Go to Taipei though - best work-from-coffeeshop city in the world in my opinion.
