Stripe says they do flag some charges fraudulent, but it isn't their main business. SiftScience seems the most similar to simility, and give pricing online (free lite version or full for 5-6 cents) per order. Riskified and Signifyd actually provide insurance (and then perhaps have lower approval rating since they actually take risk?) I'm planning on trying SiftScience in the future.
