I can definitely say that the quality of Apple refurbs has gone downhill. I lost radio access randomly in Europe while traveling with a Genius Bar replaced iPhone 6. No cellular service whatsoever. Awful. Kept cutting in and out for days and then stopped working completely. Had to buy a new phone for cash.
