The Complete Numeric Class

He's using "complete" in the sense of a full-featured class, as opposed to say a class designed to handle complete numbers (e.g. Reals), and as opposed to say a class to handle operations on every kind of numbers (including complex, quaternions, etc.). Yes I know the integers are "complete" in the mathematical sense. That's not what he's referring to, though.
