I have never worked at a place were that wasn't the case for higher management. In some places that was 90% of what management did (ie. 100% of what was visible to reports plus more that wasn't even directly visible), in some places it was 30% or so (ie. 50% of what was visible to reports). But I've never been at a place where turning the wheel (a -> b -> c -> a) wasn't a big part of what management did.
