This makes sense to me at a high level. A bit too wordy for my tastes but yes, if I were Apple I'd want to be super secure in part because I want to be big player in the payments arena. Although it makes it's not particularly revealing. Yes, companies want more control over security because that allows them to pursue business opportunities. No need to even follow the money here, it's just common sense.
