Is it worth building a bookmarking app with publicly searchable links?

Pocket is a private bookmarking/read-it-later app, and it's awesome! How about building an app and making all the stuffs that you bookmark public? Thereby when someone searches on a topic, they get only the links which people have felt good enough to save for themselves. Will it work?
