In addition to everything said here, one thing I find that helps is framing video meeting. Are you calling to mainly shoot the breeze and talk a little bit about work? Or is it literally 5 minutes to get a specific answer? Or a 30 minutes formal meeting with an agenda and take always? If you don't some people will become very reluctant to video conf as they'll see it as constant water cooler talk that prevent them from working.
