When there's a surge of users to one of my sites, I just add a dyno which handles the load perfectly well for a few days, and then I get a bill for 3 dollars at the end of the month.

So for $121 per month you get 20GB of storage and one CPU, which seems really expensive once you consistently need resources. Before you consistently need resources you can just get a cheap VPS to handle the load.
