Why not just "President"?

  Because those non-US residents who are abnormally uptight would remind the thread that there are multiple presidents, and that as a world-wide board we should make sure to be specific. Or, once again, it's just the vernacular for journalists covering world politics.

  Here in DC, TLAs and the like (in this case a FLA/5LA) are the preferred method of communication.
