I don't think that's been true for several decades. Missiles and torpedoes have completely trumped armor in naval warfare. Even today, anti-submarine warfare systems are nearly useless against the offensive capabilities of submarines. Similarly for tank armor - modern tanks' armor are only effective against weapons that aren't otherwise designed for the purpose of penetrating them. Anti-tank weapons easily destroy tanks today.
