  it's late here too :) well, the webApp solves a problem of aggregating price-aware customers that would accept buying the item later but at a lower price. It isn't for everything, but selected products/services. It is similar in concept as GroupOn & BuyWithMe, except it is more a bare-bone feature that is easy to setup and customize. It may also be used for promotions, let's say in digital goods, since the target price can be set down to zero.

    It is a system that groups buyers together so that the seller can use economies of scale. The more buyers, the lower the price.
