Companies like Google used to traditionally pick the best engineers because they were years ahead in mentality. That is not the case anymore and there are a lot more people who choose to work for other companies - even large ones. It only makes sense that among the ton of other effort Google pours towards hiring good engineers it does this. This is just a marketing venue.
