I'm almost 100% sure that the Cloud Vision API will also return "cartoon" or "artwork" or something similar. This is because of how the models are trained. What you need is a custom model that is trained specifically on hand drawn pictures. You can use something like TensorFlow to build this, but getting the raw data might be challenging.
