CEO/Founder of OpenSignal here. Yep, our data is collected from anyone who downloads the OpenSignal app. Our mission is to provide a real world, empirical alternative to the traditional source of this data which is the operators themselves. I'd be interested (genuinely) in any reasons you have for mistrusting the data so we can address them.
