You can obviously do buried fiber, but it may or may not be cheaper than sewer fiber in cities. Aerial is cheaper to install, but as noted has its downsides. It depends on the circumstances whether aerial is cheaper in the long run or not.
Aerial will however in most circumstances be cheaper than sewer fiber, even if you have to patch it up once I a while. Good design helps in that, even if you do end up repairing it.
