Methinks the author is out of touch. Austin suffers from too many cars on too few, small roads, so the traffic is atrocious during work hours. Their population is exploding and the infrastructure cannot keep up. The parking situation is bad, unless you can afford to just throw money down the drain. As a result, there's a large biking population, despite how dangerous it is biking on those crowded streets. There's a good attempt at bike lanes, but not good enough.
