Here's hoping this doesn't get buried, but this story isn't telling us anything, and PayPal still allows DNS and VPN services. UNLESS they're advertised as tools for piracy/circumventing the law. The services that got banned here were being too cheeky. They weren't advertising a VPN, they were advertising the facilitation of lawbreaking behavior.
