I agree with you, but I should point out that adding recursion is hardly "fine-tuning", it's changing the network into something entirely different.

  I think he meant recurrence when he wrote recursion, because recurrence is popular in deep learning (RNN) and recursion is not.

    Sure, but transforming a feed-forward neural net into an RNN is also not just a fine-tuning.
