Let's suppose the solar panels are durable enough for heavy vehicles to drive over, and modular so as to make re/placement reasonable. There is no way its durable enough to not be scuffed and offers a safe level of grip in all weather conditions, and is transparent enough to offer anything near a normal solar cells efficiency, AND is cheaper than just building a regular road and installing a solar panel that doesn't get driven over.
